WASHINGTON BLUES RIFLES QUALIFICATION SYSTEM: 2010
The following Qualification system was adopted on December 13, 2009 by
the WBR Executive Committee.
Qualification
events for Musket and Carbine:
At 50 yards:
- Pigeon Board – 4 pigeons on a backer in
100 seconds, one point each
- Hanging Pigeon bonus and Paper Pigeon –
first shot 2 point bonus for live, 1 point each paper thereafter – 120
seconds.
- Hanging Pot and Paper Pot – first shot 2
point bonus for live and 1 point on paper thereafter – 100 seconds.
- Hanging Tile and Paper Tile – first shot
2 point bonus for live and 1 point on paper thereafter – 100 seconds.
At 100 yards:
a. Hanging 6” Tile – 2 tiles for 2 points each –
60 seconds.
b. Hanging Bonus Tile and 100 yard Paper Tile –
first shot 2 point bonus for live and 1 point on paper thereafter – 100 seconds.
Targets and
Target Positions:
The
current WBR 50 and 100 yard live and paper targets will continue to be used for
all official Qualifications.
- The Pigeon Board event will be mounted
on one frame at 50 yards.
- All other 50 yard events will be shot
from one firing position on both “A” and “B” frames. Each firing position
will accommodate 8 Blues, the left side shooting frame “A” and the right
shooting frame “B”. Each frame will be mounted with targets in the following
order: 3 hanging targets, a backer with 2 paper targets. 3 hanging
targets, 3 hanging targets, a backer with 2 paper targets, 3 hanging
targets (see diagram)

Note: No targets will be hung from the bottom of
the frame except at 100 yards (see c.).
- At 100 yards, the Hanging 6” Tile event
will be mounted in one frame(s) high/low as in skirmishes. The Hanging
Bonus Tile and paper tile event will be mounted on a separate frame, the
Bonus Tile hung from the bottom of the frame and the paper target mounted
on a backer above.
- All cardboard backers, except possible
pre-drilled pigeon boards, will be or will be cut to the dimensions of the
NSSA Individual Pistol Target backer. That backer takes two 50 yard WBR
paper targets mounted side by side. All bulk cardboard acquired will be
cut to the above dimensions before being placed in the cardboard backer
rack in Felter Hall. Random piling of cardboard backers in Felter Hall is
strongly discouraged.
Miscellaneous
Qualification Rules:
- All Qualifications shall be scheduled
and approved by the Deputy Commander or designee prior to being shot. All
Qualifications will be posted by email no later than one day in advance to
afford all Blues the opportunity to participate.
- The Deputy Commander or designee shall
appoint a Qualification Officer for each approved Qualification.
Qualifications without approval are not considered official
Qualifications.
- Any two members may qualify each other
subject to a. and b. above, given that the targets are made available to
the Deputy Commander or designee as soon as possible before the next
skirmish.
- Members related by blood or marriage may
qualify each other subject to a. and b. above, given that targets are made
available to the Deputy Commander or designee prior to the next skirmish.
- T o encourage qualification and sighting
at Ft. Shenandoah, a 2 point bonus will be added to the score for
each approved Qualification round shot
at Ft. Shenandoah.
- Qualification scores shot after the
weekend immediately before a skirmish will not be factored for that skirmish
but rather the next. (see g.)
- Qualification scores shot on the Sunday
or Monday of a National Holiday preceding a skirmish may be factored for
that skirmish. Local holidays do not apply because all members are not afforded
an equal opportunity to participate.
- A minimum of 3 qualifying scores must be
recorded in Musket and Carbine prior to the Spring Potomac Skirmish for
determination of team position at that skirmish and thereafter. Prior year
scores or a combination of current and past scores may be used as
determined by the Executive Committee. This is necessary given weather and
other conditions which may affect the availability of qualification dates.
- Four qualifying scores are required for
determining team position at the Fall Potomac Skirmish and thereafter.
- Members are authorized to qualify at any
time subject to Rules a. through g.
- Blue Rifles at any skirmish may exercise
the right to step down to the next lower team because of a slump in
shooting or otherwise. The next highest qualifying Blue Rifle present and
willing shall be advanced to the vacancy created.
Organization of
Target Material in Felter Hall:
- Orderly maintenance of target material
is essential to efficient operations and good morale. The following rules
are enacted to achieve that end.
- Target Storage Area will be
provided to accommodate rectangular plastic baskets which will be marked
by target contents. Pigeons, pots, tiles, wires and “deelywops”
will be kept in the respective baskets.
- Bulk target storage such as boxed
pigeons, pots and tiles will be stacked on the pallet provided.
- Paper targets, trash buckets and trigger
weights will be returned and maintained in the area
provided.
- Cardboard backers will be maintained in
the area provided.
- On the line, extra targets should be
returned to their respective baskets after qualifications in order to
properly maintain Felter Hall.
- Trash buckets are provided and should be
used appropriately when cleaning the range instead of target baskets.
- Unserviceable targets will be discarded
in the NSSA trash dumpster prior to returning usable target material to
Felter Hall. Trash buckets shall be emptied prior to return to Felter
Hall.
